Move location of the menu options

I was trying to locate where I can download a drawing after applying filters and found out its behind the menu on the left hand side of the page

This is counter intuitive since you have to hide a menu to be able to see it that option. If the options to access the ability to Download, Save, Print and settings were moved to under Actions at the top of the page that would be a massive improvement to the site functionality.
